Is my child internally motivated? To solely hold back a child due to test scores is not recommended. Some children are behind because they have not fully synthesized information; they may need more one on one attention. They most likely need to strengthen their metacognitive skills such as learning how to focus, assess, make connections and discern information. If your child has difficulty reading, but is able to follow through with other subjects, he should not be held back. He may just need extra attention. He may just need to practice reading more and implement healthy study habits. Sometimes it is easier for a school, especially charter, to hold a child back because they do not have the internal resources to assist the individual child.
